You could get the brownie leggings and just use a needle and thread or a friend’s sewing machine to run up a seam the inside leg to make them tighter. Easily done providing enough stretch in the leggings. You don’t have to tell her if it would upset her. You would have to see carefully to avoid lumps/discomfort as she is sensitive. You would only expect them to have one set of official uniform, and then their other clothes to be in Guiding colours, if possible. You wouldn't be expected to spend a lot of money.
